		<description>It all comes down to the kids themselves. They must be TAUGHT respect for their fellow players and TAUGHT respect for the rules. That starts at home. Their parents must be instilling in them proper values (like sportsmanship and Respect). The coaches must reinforce those values during the time they have with the kids. And finally, it&#039;s up to the Referee&#039;s to penalize the players when they break the rules.

Referee&#039;s can only call a penalty on an infraction AFTER it happens. There was a whole sequence of events leading up to that Check from Behind... Little Johnny had no regard for the safety of the player he was about to hit, his coach never spent time teaching him the proper method of delivering a check, the Referee blowing the call obviously doesn&#039;t help, but neither do Mom and Dad cheering for the &quot;big hit&quot; after it happens. (Nor do they help when they complain should the Referee make the right call, and pitch little Johnny from the game)</description>
